Kalamazoo Recovery Housing
Kalrecovery is a 48-unit permanent supportive housing (PSH) development in Kalamazoo’s Edison Neighborhood, designed to support individuals enrolled in the Problem-Solving Courts. Developed by Edison Community Partners (ECP) in collaboration with Integrated Services of Kalamazoo (ISK) and the Kalamazoo County Problem-Solving Courts, the project aims to provide stable, affordable housing combined with wrap-around recovery services to help individuals sustain their sobriety and rebuild their lives.
Addressing a Growing Crisis
Substance use disorders (SUDs) have reached epidemic levels in Michigan, with opioid and methamphetamine overdoses driving record-breaking fatalities. While Michigan’s Problem-Solving Courts (PSC) and regional behavioral health systems have successfully reduced relapse and recidivism, a lack of long-term recovery housing forces many individuals back into high-risk environments. Kalrecovery follows the successful PSH model pioneered by Andy’s Place in Jackson, MI, offering residents a safe, supportive environment to continue their recovery journey.
Project Overview
Located at 333 E. Alcott Street, the 6.6-acre site will feature three buildings:
- A three-story elevator-serviced building with 36 one-bedroom apartments for individuals in recovery, including two on-site recovery coaches.
- Two-story walk-ups with 12 two- and three-bedroom units for families with a household member in recovery.
- Shared amenities, including group therapy spaces, counseling offices, walking trails, community gardens, and a play area.
The project will leverage MSHDA Project-Based Vouchers, ensuring residents pay no more than 30% of their income in rent. All utilities will be included, and the community will be built to high environmental standards, incorporating solar and energy-efficient design to support Michigan’s climate goals.
Comprehensive Recovery Services
In partnership with ISK, Kalamazoo County Courts, and local health providers, Kalrecovery will offer 40+ hours of on-site support services weekly, including:
- Substance use and mental health counseling
- Medication-assisted treatment
- Vocational training and financial literacy programs
- Peer recovery support and life skills coaching
Participation in services will be voluntary, except for residents still under court supervision. The Housing First model allows individuals to stabilize their lives before focusing on long-term goals like employment and homeownership.
Funding & Community Support
The project will be financed using 9% Low-Income Housing Tax Credits (LIHTC), MSHDA funding, and local grants from the Kalamazoo County Housing Millage and American Rescue Plan (ARP). The City of Kalamazoo has approved a Payment in Lieu of Taxes (PILOT) agreement, further supporting the project’s long-term viability.
